
After escaping from the Settlement, Nine and Twelve had to go somewhere where they can remain inconspicuous and yet still survive–therefore many smaller villages could probably be ruled out as any newcomers would be immediately detected. Now Tokyo is an immense location, where it would take more than a mere 6 months to perfectly get a feel for the area well enough to not only commence an attack but also to use the topography as a means of hiding. Six months after incident at the nuclear facility, Nine and Twelve begin their attack.

Outside of the nuclear facility in the beginning of the series (located in Aomori) and where Nine worked, virtually all the locations are in the Tokyo area. Furthermore, the likes of Athena Project never existed in our reality (as far as we know), so narrowing down locations could be difficult. The question now is if the Settlement followed a similar pattern, even though it is the most fictional setting of them all. The locations Nine and Twelve target actually exist, granted there are some creative liberties taken to improve the story. However, despite being a story of fiction, much of the plot and settings are based off of reality. From the constant shots of the enormous parabolic antennas to the barbed wire, it was evident that there was just as much militaristic themes as scientific/medical incorporated into the location’s design. After all, this place ultimately shaped Nine, Five, and Twelve to who they are today, both physically and mentally. The reason why the USA got involved with Sphinx's death was because in the anime, the US military was cooperating with the Japan Self Defense Force just like it is in real life.One aspect of Terror in Resonance that I personally have been curious about is the setting inspiration behind the Settlement.

Irl, the Japanese do not want to re-arm themselves (with the exception of nationalists) because the USA is essentially already providing more than 50% of Japan's defense for free and the consequences of rearmament is quite large. The USA actually supports Japanese rearmament because it takes a lot of pressure off of the US in attempts to protect Japan. The whole premise of Zankyou no Terror is centered on Japanese nationalism in which America actually wants Japan to stay unarmed (evidenced by their intervention in the anime) and in which Japan wants to re-arm themselves (It's done in secret though). Along with giving Japan reparation money, they also restricted Japan's military forces and policies. This helped Japan usher in a free market economy. After World War 2, the USA gave reparation money to Japan to recover from the war. Why did America get involved in Sphinx's death? However, since Shibazaki stopped them from shooting Nine, Shibazaki was the one able to negotiate with Nine instead.ģ. And since the USA does not negotiate with terrorists they shot Twelve and did not negotiate with Nine. Shooting Nine was riskier than shooting Twelve because if it was an open detonator, the consequent detonation of atomic bombs would have been blamed on the US military to which the sniper belonged to. Due to the sniper's position, the darkness, and the size of the detonator, it was unclear if the sniper had an idea of what kind of detonator it was. Now I maybe going off on a limb here, but after reading and discussing the setting of this scene, I have come to this conclusion.
